Absolutely. Take the manufacturer of commercial airliners, for instance. Undoubtedly the most complex machines produced in assembly-line quantities that millions of people's lives rely on. If FedCo got involved there in anything more than a rudimentary role it would be a disaster.

There is no way to make life risk free as you know. We all walk across the street with cars coming full speed at us thinking because I have a walk sign and they have a red light their car will stop and I'll be safe.

Govt inspectors checked this property out the day of the show. On paper multiple inspectors would inspect each ride before every time it goes. But we know that's not realistic.

What happened was tragic. The big picture question is with the resources we have what events should we allow that have any risk?
