well no.....that's like saying stealing something that is sitting in the middle of the street is breaking and entering............it might be theft, but accessing a computer you are in charge of is not hacking.......
An IT person in charge of a network can not hack their own server. They are responsible however for the safety of that server and making sure that no info from that server makes it's way to a foreign power, say Pakistan, or Russia or even an outside identity such as Wiki. If data was transmitted to Wiki this would be theft, espionage and about 8 other things that a lawyer would know.
