Will Big Pharma (the collective of companies that benefited from Bush's pill bill) stand for that?
 
I've found pharmacists to be quite knowledgable about OTC drugs, commonly used. No they don't take the place of a Dr, but for such as these:
In the FDA's proposal, some prescription drugs, such as emergency asthma medications or drugs for migraine headaches, could be made available without a prescription, under "conditions of safe use."

"The conditions of use could include requiring pharmacist intervention to ensure appropriate nonprescription use," the agency said in the document
I can't see much of a problem. Not everyone can run to a dr everytime they need a routine OTC drug. it increasees patient access.

most doctors will provide a refill via phone without a visit

competent pharmacists will let you know if a prescription has no more refills and tell you to contact your doctor
