I don't understand your comment about the Wehrmacht. It was formed by Hitler and its members committed numerous war crimes and atrocities. They were certainly Nazi sympathizers if not card carrying members.
At the party's high point around 35% of the population were Nazis. Nationalism was what the party was all about. I'm sure you've seen pics and film of Nazi rallies with all the fervent supporters. Maybe these people turned a blind eye to what was really going on, I don't know, but if they supported Hitler's nationalism they were complicit in his actions.
