Fuck yes. They cannot be stopped by interdiction. It has to be dealt with at home by education and rehab. We have spent over a trillion on interdiction. If that would have solved the problem, we would be free of drug problems. If anything, it has gotten worse. If we supplied drugs, we would have had far fewer crimes. It is difficult for addicts to make enough to support a drug habit. You can guess what they do to feed it. Jails are full of junkies honing their criminal abilities. What we do does not work. We started it in 1971, and what have we accomplished?
