Well this started back in Trumps last term in office, When he may have given or sold some of our secrets to the 12 Russians ? Putin ? Chinese he had meetings with and did not want any other AMERICAN let alone a Russian / Chinese speaking American at those meetings. ( I wonder why)
And not too long after the meeting with the 12 Russians at the W H some of our deep cover agents were found and some killed and the CIA/ NSA/ FBI have no reasons for it happening.
They think it was very suspicious.
And it has become very hard for us to get anybody to do those jobs anymore because they don't trust the US and don't want to be killed. .

That would be a good move the Europeans part to forgo U.S. weapons?!! I would not be sharing sensitive intel with the U.S. either, our National Intelligence agencies and the F.B.I. have been compromised with incompetent/unqualified leadership?!!
