There have been serial killers who raped and killed while out on bail for things like rape (think Robert Hanson or Samuel Little, there have been others but this isn't the place to list them all). This kind of thing happens because we allow bail for even serious crimes. Until you've convicted him it is possible that he might get out on bail, while on bail for serious crimes some stupid criminals, or ones that have a paraphilia and can't stop the urges, commit more crimes.
