That, and he believes that the Supreme Court will always rule in his favor.

Every law he breaks will be heard in court, appealed when he's convicted, and then appealed all the way to the Supreme Court.

He thinks it's a game, and as long as he can convince the dumbest people in the nation to keep sending SNAP money, he can continue to play the game.
