The depositors should be protected, otherwise widespread bank runs will ensue, causing many businesses to fail as the banks they depend on fail.
The investors should NOT be protected. They took the risk, and lost.
Those that sold their shares as part of insider trading should be appropriately dealt with according to the law. Yes...that means trial and imprisonment.
