NEW YORK — State attorneys general led by Letitia James of New York said Thursday they are planning to sue over Elon Musk and his team’s intrusion into the private data of Americans through access to a trove of sensitive Treasury Department records, part of Trump administration downsizing efforts that have been increasingly flagged as cavalier and illegal.
