How could the PA supreme court issue a ruling if they refused to hear the case?

The interesting thing about the ruling is that the dissent by the two judges centers around the meaning of the word "offer" should be restricted to presenting in person to do something.
No one with any knowledge of the English language would accept that an offer can only happen in person.
