I can see a point to this...companies would rather hire foreign, skilled people than Millennials but that's OK, Gen Z has been entering college the last couple years, things will change. “likely to suffer irreparable harm” , I'd say that applies to hiring Millennials.

this. We need tax reform first before companies come back. As of right now even if a one time amnesty is given towards all the money hidden abroad the structural problems are not fixed and it will happen again.
