In reality, the overwhelming majority of the proposal covers improvements to what others would generalize as infrastructure

Why do they need one? Did you know that the Federal Government only controls 5% of the infrastructure in this country. Yes dumbass, MOST of it is maintained by LOCAL, CITY and STATE entities. NOT the Federal Government. We're still not a centralized Fascistic dictatorship shit-for-brains. :palm:
