Before the Supplemental Nutrition Assistance Program (SNAP), initially known as the Food Stamp Program, was established in 1964, low-income and disabled Americans relied on a patchwork of public and private assistance to avoid starvation.

Local governments and charities played significant roles. Soup kitchens, breadlines, and church-run charities provided meals and food baskets often organized within religious or community groups and pooled resources to support members with food.
