There is no enforceable 2nd Amendment right to carry a handgun concealed in any state (especially MD, x2 because it has no RKBA provision in its state constitution).

The manner of carriage of arms has always been a power of the states (primarily because the 2nd Amendment was not enforceable upon state law under the 14th Amendment until McDonald v Chicago (2010).
