'Arrest' means to bring to a stop. That is it's only meaning.

Arresting someone's behavior by detaining them is an arrest.
Arresting someone and taking them into custody is also an arrest.
Arresting the motion of a car at a stop sign is also an arrest.

I have also already provided you with California's penal code concerning any procedure surrounding an arrest (a detention is also an arrest).
