Gitmo has huge strategic significance for the region. It's the Caribbean/Central American equivalent of Manila/Subic Bay.
Once Castro dies, and we normalize relations with Cuba, Gitmo could have a huge economic impact on the region.
We and the Cubans should do something akin to what was done with the Old Subic Bay facility. The Filipino's now understand that closing down Subic Bay was a huge mistake with disasterous economic consequences. So their turning that old facility into an international Free Trade Zone was a stroke of genius though it would still have been better if they had kept the Americans there in a reduced capacity.
That's what the Cubans should do. Learn from the Filipino's mistakes. Re-negotiate the Gitmo treaty to lessen the Americans military presence there and turn Gitmo into an international Free Trade Zone. The economic impact for the Cubans would be huge and immediate.
You'd kill two birds with one stone. The Americans could preserve the regions strategic interest (i.e. keeping you damned Colonialist in Europe where you belong! ;-) while opening Cuba (and the Caribbean) up to trade.
