That's completely mental gymnastics, suggesting it's a privilege to live in your own home that you're subject to forced ownership of municipal or water district plumbing. All I can tell you is that you are referring to fundamental legal doctrine as "mental gymnastics." You do not own your home; you license it from the county, through a licensing fee called "property taxes." It is a privilege, not a right. If there is a tax upon it, it is a privilege and you can be made to own stuff to enjoy that privilege.
