You do not have a right to live in any particular city. If you do decide to live in a particular city, that city can require you to own stuff to "meet code" or what have you. All I can tell you is that you are referring to fundamental legal doctrine as "mental gymnastics." You do not own your home; you license it from the county, through a licensing fee called "property taxes." It is a privilege, not a right. If there is a tax upon it, it is a privilege and you can be made to own stuff to enjoy that privilege.
