Once again Police are out of control and now seem they like killing people will handcuffed. Here is the story

A 21-year-old man was shot in the head and killed while handcuffed in the back of a patrol car Saturday night. Now police have launched an investigation to determine what happened.

Chavis Carter was a passenger in a pickup truck that was stopped by police in Jonesboro, Ark., Saturday night, according to KAIT, an ABC-affiliated television station. An officer reportedly found some marijuana, and ran Carter's information. He was wanted on a warrant out of Mississippi, so officers placed him in a patrol car.

"As protocol, he was handcuffed behind his back, double-locked and searched," said Jonesboro Police Department Sgt. Lyle Waterworth in an interview with WREG-TV.

Just minutes later, police said they heard a thumping noise, turned around and found Carter shot in the head.

Waterworth said he thinks Carter pulled out a hidden gun and shot himself. “Any given officer has missed something on a search, you know, be it drugs, be it knives, be it razor blades," he said. "This instance, it happened to be a gun."

His mother, Teresa Carter, disagrees. "I think they killed him," she said. "My son wasn't suicidal."

Carter said she was also told her son was shot in the right temple, although he was left-handed. "I mean, I just want to know what really happened," she told WREG-TV. "That's all I want to know."

The two officers who were present when Carter was found shot were placed on administrative leave.

Police in Jonesboro investigating the death of a man they detained in the back of a squad car have released a video that they say explains how he could have shot himself in the head while his hands were handcuffed behind his back.

The officers say they found a small, .380 caliber handgun and a spent cartridge in the backseat next to Carter’s slumped lifeless body. They claim that the weapon must have been overlooked when they searched Carter, twice.

As part of the investigation into the death, and perhaps also in response to claims of foul play, police released a video, depicting several officers of different heights and builds being cuffed, but still being able to raise a concealed replica gun to their heads.

In a message at the beginning, the video is described as “non-evidentiary reproduction of facts and circumstances associated with the pending investigation of the Chavis Carter in-custody death.”

The message states that the scenes depicted were intended to investigate “the possibility that an individual, hand-cuffed behind his back, may or may not have the ability to use a concealed firearm in a manner that would give rise to his or her death.”

Chavis Carter autopsy rules handcuffed Ark. man's death a suicide, finds multiple drugs


An Arkansas medical examiner has ruled that Chavis Carter, the 21-year-old man killed by a gunshot wound to the head while handcuffed in the back of a police car, committed suicide.

Toxicology findings show Carter tested positive for methamphetamine, anti-anxiety medication and other drugs.

According to the report by Deputy Chief Medical Examiner Stephen A. Erickson of the Arkansas State Crime Lab, the bullet that killed Carter entered his skull near his right temple, four inches from the top of his head. "At the time of discharge, the muzzle of the gun was placed against the right temporal scalp," wrote Erickson.

He went on to state that, "The manner of death is based on both autopsy findings and the investigative conclusions of the Jonesboro Police Department."
The autopsy report released Monday included a drug analysis showing Carter hadn't been drinking the night of the July 28 shooting but his urine and blood indicated methamphetamine use. The report says Carter's blood also tested positive for at least trace amounts of the anti-anxiety medication diazepam and the painkiller oxycodone. His urine test also returned a positive result for marijuana.
 
i'm having a hard time picturing a handcuffed individual extracting a weapon from a place on his body, so well hidden that police didn't find it after two frisk and searches, and then placing said weapon against his temple and firing.
 
notice that all we seem to know is that the guy was on drugs....nothing about gun residue etc....if that is it, i smell a cover up

They're not going to toss out information prior to the conclusion of the investigation. They have a tox report, it includes information. They've released it.

I say the guy shot himself. He was probably a liberal....

Bring hands down below feet, bring to the front of your body, access weapon. At that point you have many options to use the weapon, even handcuffed you can put it to your temple, under your chin, into your mouth...

It just depends on where the gun was hidden. It might be his handcuffed hands were right on top of it and he was frisked poorly.

i was not aware that they found him with his hands in front of him after the shooting. did it say that anywhere?
