Carbon is a mass balance problem; a quantitative summation of emissions and carbon sinks. The goal in carbon neutrality, or net zero emissions. You can't talk just about emissions because that ignores 50 percent of the math needed for mass balance.

Groundwater banking is typically the current management strategy. Managed recharge of groundwater basins prevents the evaporation of water, and doesn't require expensive dams be built.

A long-delayed plan to build a giant reservoir in Northern California to help withstand the U.S. West’s notorious droughts got a huge financial boost on Thursday when the federal government signaled its intent to loan the project nearly $2.2 billion - about half of the cost to design, plan and build it.

The proposal would flood what's left of the town of Sites, a tiny community with just a handful of residents nestled in a valley of the coastal range mountains in rural Colusa County. The idea has been around since the 1950s, but there has never been enough money or political will to move it forward.

New York, California, Vermont, Washington DC, Massachusetts, Connecticut, Oregon, Rhode Island have the lowest carbon footprints per Capita in the nation.

It's time for carbon emission policy in conservative states to catch up with these liberal states.

Its not that there are no sensible water storage projects to be built in the West, the problem is that it is almost impossible to build them. The reason is the courts wont allow them, in part because fish come first now. Not only can we not build new ones but there is huge pressure to remove dams for the good of the fish in the rivers. I heard VDH say the other week that 80% of the water is sent to the ocean via the Sacramento Delta instead of retained for human use in order to keep the fish happy. This is full on insane.

What is not understood yet is the result of our failure to manage water supplies for the good of humans will mean that starting now we will lose huge amounts of very productive California farmland due to lack of water. All of America will be greatly harmed.

A mass migration back to the Rust Belt is expected to flee the heat in the very near future. Zoomer who can't afford a car or house will relocate to cities like Clevland and Buffalo where the Great Lakes are protected from climate change and already have public transportation and shared housing.
