They had to resort to the "wall of meat" defense to take him down. He was only vetted by the hotel, the areas just one floor up were not just unsecured but they we unpatrolled, a complete blind spot as was his hotel guest pass which apparently let him access maintenance corridors and lifts. Then they fired 6-8 rounds at him in a crowded room and managed to completely miss him at short range. It's basically blind luck that his shotgun jammed or he'd have been through the cordon and loose in the henhouse.
