How about a few conditions for bailing out?
1) Pay your share of the national debt.
2) Give back all military equipment, since it belongs to the USA.
3) Return all educational materials that were purchased using federal funds.
4) Any hazardous wastes that have been transported outside your state for disposal will be returned.
5) Any public utilities built with federal funds will be removed.
I'm sure I could think of more, but these will do for a start.

Personally if the majority of any state hate America enough to not want to go on being a part of it, I say more power to them... Let em go, we would be better off without them. The truth is that a HUGE majority of every state Love America so much they would never want to leave.

No, it needs to be at least a supermajority. If it's a majority, the 63% of Mississippians who are white could vote to leave to oppress the 37% who are black. We don't need tyranny of the majority when it comes to secession. There should have to be a constitutional amendment, passed by the normal process, allowing the state in question to secede, and the state should have to have two referendums, 10 years apart, to ensure that the push for secession is not just a temporary thing, each of which required a 2/3 majority, to prevent the majority from seceding in order to tyrannize the minority. If either fails, the secession efforts should have to start all over again. Secession by itself, by a simply majority, is unconstitutional, and can't be done without an amendment.
