Apparently the Quackter believes that the killer somehow snuck over the border from Afghanistan, rather than the reality. He was vetted in that country, worked side by side with Americans. When it was withdrawal time, he was allowed to board a U.S. plane and was deliberately brought to the U.S. where he was welcomed along with his family, given a place to live, and food/clothing/money to live on.
