As I recall it- correct me if I'm wrong- the Russians closed their Syrian dockyard and military base at Tartus and withdrew to a safe distance to observe how things panned out between Assad/the 'rebels/ the West. They only re-entered Syria in order to attempt to stamp some order upon the gigantic clusterfuck- which, incidently, they are managing to achieve .

they are now modernizing it into a full naval base , "restructuring " it's dock ( if not a full dry dock ?)
