From what I've read, this bar is owned by Wagner mercenary financier Prigozhin, and he loaned the bar out for a private gathering of radical pro-war military bloggers and associates. As far as I can tell, only the intended target was killed. I'm pretty sure they could have designed a more deadly bomb if they intended to cause massive collateral damage to the entire restaurant.
