While that happens, moral countries attempt to minimize casualities. A comparison would be the US strategic bombing of Europe in WWII compared to Britain's night area bombing.

A more modern example is US use of drones, including non-explosive kinetic weapons such as the Kamikaze drone, the sole purpose of which is to minimize noncombatant casualties.
