Who determines self-sufficiency since the president does not tell companies who they buy from? Well, it's the companies and corporations. They scout around for the best deal and buy it. It certainly was not the government . They did not tell them to buy Russian gas. If we had double the oil we need, some would still be buying abroad in the international markets. That is reality.
 
Also: I have no idea why Russia at this point would want to pay its bonds, after how they have been treated by the West.

The future is the Empire they are sure.
