Ours is high tech, but the training is uneven. For example, with the Navy, most maintenance today is not done by the ship's crew. They have limited skills and training to fix stuff when it breaks down. Instead, the USN is relying more and more on civilian technicians and shipyards to do that sort of thing with the crew being oriented to just operating the ship day-to-day. That's a big change from my days in the service where we fixed stuff when it broke down, knew how to make temporary fixes to keep stuff running when out at sea, that sort of thing.
Even the day-to-day operations are becoming sloppy. Look at the last several years and how a number of US Navy ships have run aground, been in collisions, etc. The other services are no different in that respect.

Gee, Terry. Why would the US military have to cut their budget?That started long ago post Reagan and it wasn't one party or the other. Most of it was internal to the military. You had generals and admirals looking for ways to cut their budgets so they could buy more toys or keep the ones they already had. For example, the Navy cut the missile launcher off the forecastle of the whole O H Perry class frigates because they didn't want to continue to stock the older version of the Standard missile it used. This left the ship virtually defenseless, but the ships stayed in service because they were hulls at sea. The cost reduction came from lowered maintenance requirements.
The Navy got rid of all the tenders too. Same thing. They'd rather contract out maintenance than do it in-house to save the money for other things. Doesn't matter that if we have a serious war there will be a sudden rush to restore this capacity at great cost. In the short-term, it's all about corporate budgeting.

If the maintenance is done in a port, it probably should be done by civilians. That frees up the sailors to fight, and support the fight closer to the front. One of the big moves in weapons designs is to be able to swap out components easily. The components are then repaired back in America. This makes frontline repairs extremely quick.
