That picture has been used by a number of morons who try to prove that he aimed his gun at the murderer.

If you look at that picture, half of his arm is already gone, which is why his hand moved forward.

No, if it can be shown that he is lying in court or in making a legal document, THAT is perjury.
If he decides to lie, than that is just lying, and slander. He could be prosecuted for that.

If he testifies in court that a gun was pointed at him, then changes his story afterwards saying the gun wasn't pointed at him, that constitutes lying to the court. That is perjury.
