Nugent committed statutory rape, because he pressured children into having sex with him. His song is about both types of rape. The girl in the song is thirteen, so statutory rape, and he is handcuffing her to have sex, so forcible rape. Depending on the state, thirteen would usually also be child molesting, which is a worse crime.

Nugent almost certainly had a 12 year old Courtney Love give him oral sex. 12 years old is young enough that it is the more serious child molesting. Nugent says there were so many girls he was having sex with, he does not remember 12 year old Love. I could almost understand if he was unsure whether he had sex with an older looking 17 year old. We are talking about a 12 year old child. If he was having sex with too many 12 year old child looking girls to be sure which ones he had sex with...
