No, the proposed law is intended to protect motorists from politically motivated retaliation.

Pedestrians are prohibited on highways, and motorists always have the right of way.

Any pedestrians illegally on highways, accidentally struck by motorists, are themselves at fault.

They seem to have overlooked the premise that their rights stop, at the end of my nose.
