He tried to, and was unsuccessful. He also assumed powers he did not have as president. For example, he did not understand that the Justice department was not his personal law firm. He tried to personify the Federal Government for his own use, power of the person, not the nation. He tried to use the federal government to promote Trump, not the United States.

By pretending he won the election. By trying to get a cabal of people to go to the Capitol and FIGHT LIKE HELL to have him installed in the presidency via extra constitutional processes.

By calling the Secretary of State of GA and asking him to "find" enough votes to put him over the top.

By putting together a group of fake electors to take place of the Constitutionally appointed electors so he could overstay his elected term.
