Clinton and the US military were involved as much as 95% of the forces in Kosovo / Bosnia. It's utterly lame to try and say that wasn't a Clinton war. It'd be like saying Desert Storm wasn't a Bush I war.
As for Somalia, while Bush I sent in forces there for support of a humanitarian mission as part of the UN, it was Clinton that reinforced those troops and authorized offensive combat missions. So, that was Clinton's war too.
A more balanced sampling of sources beyond one on the radical Left (eg., New America) would show a more balanced view of these wars, and both were Clinton's to own.

By your source, about 60% of the troops in Somalia were US. In Kosovo, it was closer to 90. Outside the UK being involved in these things, NATO nations usually send just token forces as their part in such operations. The US is the bulk of the fighting forces.
