As a nation of origin. But they were based in Afghanistan because they were wanted criminals in Saudi Arabia... They were in Afghanistan rather than Iraq because they didn't think Iraq was sufficiently religious enough for them. That's why they turned Saddam down on his offer to protect them-- and yes, Saddam did offer them safe haven.
There is no such ethnic group as "Palestinians", it's a bit like calling the Sioux that used to live in Iowa "Iowegian Americans" because we renamed Iowa. Palestine is a made up territory name, like Iowa is a made up state name. The folks that used to live there before it was called Iowa are not suddenly Iowegian-American nor are the folks that used to live in Palestine before the Roman Empire suddenly "Palestinian", if they were then Jewish Israelites would also be "Palestinian".

Interesting, the Greeks were misspelling and mispronouncing Philistia (in the Bible you hear the folks that lived there called Philistines), which was near to, but not, Israel.. but okay. This does not change that jews living in Israel would be as much "Palestinian" as any other ethnic group in the area as it isn't an ethnic group.
Taking the name of a region is not unheard of... we are Americans... However American is not an ethnic group. Lots of different ethnicities exist in these United States.
