I do not see it as struggling. The previous administration let Putin get away with anything he wanted, the proof is they took his side on election interference and have not said a word about the massive cyber attack the Russians just conducted under their watch. Time to take a stand against Putin or he will continue to get even more bold, not a good idea.
China is going to be a hard nut to crack and it will take a lot of negotiating to get things in balance again if that is even possible. At least this administration is trying to get the ball rolling and there will be gains and setbacks, that is how diplomacy works, it is a give and take game, and I think it will take years to get it done, but who knows they may prove me wrong and do so far faster.
