In Texas, I've received multiple mailings, partially filled out, to request a ballot. This was in 2020 when Trump was ranting about mail-in ballots...which he's now pushing again along with voting twice.

Often those people are allowed to vote provisionally until their eligibility can be established. They are usually required to present documentation establishing their residence or other requirements.

When I worked at the polls we did that for people who had a valid registration card but were not on our registration list. It was often because they were voting at the wrong location, had moved, etc.

They couldn't vote at both places--that is the purpose of the provisional ballot. The system does not allow you to accept two ballots from the same person.

Dead people do vote. If you fill out a mail-in ballot and get hit by a meteor 2 days later, it would be a dead person's vote. If the family notifies the election commission. the vote can be canceled.

How do you know what party a person who used his dead wives' ballot, vote for? In fact, most voters who did that voted for Trump. And, they were very few.
