You assume Musk will use his intelligence to figure out a way out of a conflict of interest. I assume Musk will use his conflict of interest for his own benefit. It is not a question of intelligence, but of what interest he will serve.

As evidence, I will point out that he used his conflict of interest at Tesla to demand a huge personal payment.

I don't believe any budget would be too big to save a few trillion of waste. Whatever it takes just get it done. There is no proposal to make this a permanent bureaucracy.
