It seems you either are ignorant of or purposely ignoring the state legislative districts as they were drawn by the Republicans before the courts put a stop to what was probably the worst gerrymander in the country.
2nd reply to this post: I can even give you a brief history/overview of each district.
DISTRICT 1: Democrats owed this district from 1970 - 1994. Republicans have owned it from 1994 - present. Republicans, via the 2010 congressional map, redrew the lines to further cement it as a "red" district. Democrats, via the current congressional map, have now recently redrawn the lines to make it into a competitive "toss up" district.
DISTRICT 2: Solid D district (Madison)
DISTRICT 3: Republicans had it in early 70s, Democrats had it in the mid 70s, then Republicans took it over again from late 70s until 1996. In 1996, Ron Kind won this district and owned it until 2022, mostly because of stupid Republicans. Republicans, back in 2010, stupidly didn't consider this district to be "winnable" anymore, so when they redrew the congressional maps in 2010, they redrew the lines to include Stevens Point and two other Dem cities (to take Democrat votes away from the 7th district, to help out the new guy who had just won in the 7th in future elections).
This move ultimately backfired on R's because, in 2022, R's finally won the 3rd district and could now use the extra 7th district votes in the much-tighter 3rd district. In 2020, R's wanted to move Stevens Point back to the 7th district, but Democrats stopped it from happening in order to keep the 3rd more competitive. If R's would have been smarter in 2010, they would've known that the 7th was trending their way (and that the 3rd was winnable with the correct candidate) so they wouldn't've moved all three of those Democrat cities into the 3rd (they would've instead kept one or two of them in the 7th). This district remains a "toss up" district.
DISTRICT 4: Solid D district (Milwaukee)
DISTRICT 5: This was a solid D district from the 70s until 2000 (because it only consisted of northern Milwaukee at the time, because there was also a 9th district that used to exist (until 2000) that covered the Milwaukee burbs and rural areas west of Milwaukee). In 2000, the 9th district was eliminated and basically became the 5th district. It is now, like the 9th was, a solid R district (Milwaukee burbs and rural areas west of Milwaukee).
DISTRICT 6: Solid R district (Fond du Lac area)
DISTRICT 7: This was a "toss up" district that the same D representative kept winning from the 70s all the way up until 2010, when R's finally flipped it. It has, since then, become a solid R district. You can refer back to my district 3 section for the story surrounding this district.
DISTRICT 8: Solid R district (Green Bay area, and north)
