Biden is not in a mental decline. I cannot believe how anyone would think that. He has exhibited no such symptoms.
Also, if your claim about him staring mid distance into space is true, that's a symptom of not having enough sleep, especially at that age. Plenty of presidents did that too. Notice how their hair always turn grey or white? That's tiredness and stress. Being a President isn't easy.
