This was a lie, as the Hunter Biden laptop was already known NOT to contain any Russian disinformation. Blinkin knew this for a fact as well. Blinkin performed this dirty deed while he was working on Biden's election campaign as a favour for Brandon who subsequently used the letter to fend of a line attack from Donald Trump during the Second Presidential debate. Trump argued that Biden was corrupt and there was evidence of this in the emails on Hunter's Lap top hard drive. Biden was able to respond that 51 Intelligence experts had said that this was merely Russian disinformation. As a reward for turning the dirty trick, Brandon appointed, "Winkin' Blinkin'," (a spineless, Jew-boy, Soy Boy) Secretary of State which is pretty much the highest level Cabinet portfolio.
