30 seconds I have found has been to long of a time frame. I think it should be lower, say around 10 seconds. Sometimes there is multiple issues I could be addressing in a thread that don't take long winded responses, and a 30 second wait time in between is a pain.
No one around here is spamming, and regardless, if we did get spammers a 10 second time frame would still be a great hindrance.
Reduce it to 10?
