It’s way out of my wheel house but I would think a cop would first determine whether Babbitt was a threat before shooting her. IOW, don’t shoot her while her hands are being used to get her body through the window. Wait to see where her hands go AFTER she gets through the window.

Then, if it appears she’s reaching for a weapon, shoot. The cop apparently had the drop on her so there was no chance Babbitt was going to shoot first.

Amateur observation.
