While all politicians are capable of demagoguery the difference between a demagogue and a politician is that the demagogue uses democratic institutions to appeal to the lower and uninformed classes emotions and prejudices in an attempt to undermine the rule of law.

To be fair Trump is guilty of the former but not yet the latter so he is not yet truly a demagogue.

Trump is more correctly a populist who is a politicians who makes a broad series of policy promises to the common people that they cannot keep.
