Many legal experts think the president is immune from most criminal prosecutions. It is all far from certain, but it would incredibly muddy the waters.
New York State has several admissions of guilt from the trump organization, and the trump trust. That could be used in a prosecution of trump when he left office. Again, nothing certain, but something trump should be worried about.
And presidential immunity does not extend to those around trump. We have seen as they go to prison by the dozen that they are not protected.

I agree, although if it is a DOJ policy that means they will not attempt to prosecute real crimes. I don't know if that is more of a roadblock than the fact that the DOJ would be reluctant to undertake a prosecution of their boss.
