Answer - you don't.

MRAPs are very nuanced and specialized vehicles. They're only use is EOD (Bomb Squad), but for some reason they wanted to replace all Humvees in Iraq with MRAPs. That's stupidity of the highest magnitude.

Other countries don't want them because other countries don't feel the need to conduct SWAT raids on unlicensed poker games. We, however, love doing such things.
