It is not wrong to point out that Presidents and their PR people look forward to the State of the Union every year to promote their agenda and boost their popularity rating. It is a chance to look presidential and appear strong in front of the entire Government, all three branches in attendance. Congress the Supreme Court and invited guests makes for a television spectacular that almost always boosts the agenda and presidents poll numbers.
Top officials and speech writers have been working for over a year to craft a message that will elevate the president to a new level in the mind of the people, vaulting him to a position already above the 2020 contenders who would never be able to create such a platform. Losing the State of the Union would be a big blow.
