No problem. He can deliver the address on national TV from the WH, while also sending a written copy of it to Congress, wherever they might be vacationing at the time.

Oh right, more people watched the Democratic response than his address, and his approval rating fell as more blamed him for the shutdown.

It would depend. I'm sure he could rent a location and invite a bunch of republicans to a clapterfest to give it ambience... I couldn't care any less. At some point this will end and we'll all have a spectacular social event where we'll play a drinking game on how many times Trump says "believe me" and "yuge" and talk all about it for weeks. The republicans will say it is his "best speech ever" the democrats will say the response "owned his orange self" though only 12 people watched it and life will continue normally.

It is held in the chamber that she is in charge of, he can do it elsewhere, but not in the House Chamber, unless she agrees.

That is some weak sauce. But if that's what the dems want to baste their entree with, so be it. I think she ends up ticking off independent thinkers. The high road does not include making things are harsh as possible. I understand her stance on the wall and the principled action to allow a shut down, but it's at odds with purposefully making the impact worse.
