Paving Roads

Isn't paving roads a basic funtion of city government? In San Francisco we have a bond measure tomorrow trying to raise money to pave the roads. We have like a $4 billion city budget. I don't understand how we (or any City) couldn't pave its own roads when it has that kind of revenue.
 
It depends. Roads here are either county or state managed, not city managed. Obviously CA has it different. They probably have an exclusivity contract with one of the road crews so they (the workers) can charge extraordinarily higher rates than if they had to compete.
