Fortunately 'England' has no political existence, just a lot of shitty people who like bullying others, especially those who care for others (of whom, fair play, there are still many living within that geographical expression). The pubs, fortunately, also tend to serve the 48% who not only CAN read and write but often do, and I visited several at the time - they remained quite normal.
