Oh, there would DEFINITELY be exports of the "drill baby drill" oil (as well as having more for domestic use)... that's sort of the whole point.

The government could cut 10% of its workforce across the board and no one would notice. How much energy did the Department of Energy produce? How about the Department of Education?
 
After we are totally energy independent and have cut the size of government by 10% in the first year,
We can move on to making this country as difficult to enter and immigrate to as most of the rest of the free world.
