Per self-defense, the DCPD should have opened the moment things got violent on the fence.
In the future, I suggest sniper teams on the roofs around demonstrations. Teams can identify and track leaders then, if violence starts, take them down.
Under the Rittenhouse rule, when using self-defense or defending the lives of others, it's okay to endanger others but I hope the good guys use bullets that stay inside the target's head.
